Do you know wall-to-wall carpet?
Wall-to-wall carpet is a type of carpet that is glued to the floor and covers the entire floor of a room.
מַכִּירִים שָׁטִיחַ מִקִּיר לְקִיר?
שָׁטִיחַ מִקִּיר לְקִיר הוּא שָׁטִיחַ שֶׁמּוּדְבָּק עַל הָרִצְפָּה וּמְכַסֶּה אֶת כָּל הָרִצְפָּה שֶׁל הַחֶדֶר.
When we use the expression "wall-to-wall agreement," we mean that all the people in the room agree on a certain topic—no one disagrees.
כְּשֶׁאֲנַחְנוּ מִשְׁתַּמְּשִׁים בַּבִּיטּוּי "הַסְכָּמָה מִקִּיר לְקִיר" אֲנַחְנוּ רוֹצִים לְהַגִּיד שֶׁכָּל הָאֲנָשִׁים שֶׁנִּמְצָאִים בַּחֶדֶר מַסְכִּימִים עַל נוֹשֵׂא מְסוּיָּם. אַף אֶחָד לֹא מִתְנַגֵּד.
To be fair, a wall-to-wall agreement doesn't have to apply only to people in the same room. There can also be a wall-to-wall agreement in a country, a government, or various other places.
לְמַעַן הָאֱמֶת, זֹאת לֹא חוֹבָה שֶׁתִּהְיֶה הַסְכָּמָה מִקִּיר לְקִיר רַק אֵצֶל אֲנָשִׁים שֶׁנִּמְצָאִים בְּחֶדֶר אֶחָד, יְכוֹלָה לִהְיוֹת הַסְכָּמָה מִקִּיר לְקִיר בַּמְּדִינָה, בַּמֶּמְשָׁלָה וּבְכָל מִינֵי מְקוֹמוֹת.
Nowadays, there are very few topics on which there is wall-to-wall agreement. There is always someone who opposes, usually for reasons unrelated to the topic itself.
בְּיָמֵינוּ יֵשׁ מְעַט מְאוֹד נוֹשְׂאִים שֶׁיֵּשׁ עֲלֵיהֶם הַסְכָּמָה מִקִּיר לְקִיר, תָּמִיד יֵשׁ מִישֶׁהוּ שֶׁמִּתְנַגֵּד, וְזֶה בְּדֶרֶךְ כְּלָל מִסִּיבּוֹת שֶׁאֵינָן קְשׁוּרוֹת לַנּוֹשֵׂא עַצְמוֹ.
