Freedom of speech
Freedom of speech is the right of a citizen in a democratic state to express their opinion on any matter, meaning to say whatever they think about any subject.
חוֹפֶשׁ הַבִּיטּוּי הוּא זְכוּת שֶׁל אֶזְרָח בַּמְּדִינָה הַדֶּמוֹקָטִית לְהַבִּיעַ אֶת דַּעֲתּוֹ בְּקֶשֶׁר לְכָל עִנְיָן, כְּלוֹמַר לְהַגִּיד אֶת מָה שֶׁהוּא חוֹשֵׁב עַל כָּל דָּבָר.
In dictatorial states, freedom of speech does not generally exist, especially concerning the regime. That is, if you live in a dictatorial state and oppose the regime, and you express this publicly—in the best-case scenario, you'll end up in prison; in the less favorable scenario...
בִּמְדִינוֹת דִּיקְטָטוּרִיּוֹת חוֹפֶשׁ הַבִּיטּוּי לֹא קַיָּם, בִּמְיוּחָד בְּכָל מָה שֶׁנּוֹגֵעַ לַשִּׁלְטוֹן, כְּלוֹמַר: אִם אַתָּה חַי בִּמְדִינָה דִּיקְטָטוּרִית וְאַתָּה מִתְנַגֵּד לַשִּׁלְטוֹן וְאַתָּה תַּגִּיד אֶת זֶה בַּצִּיבּוּ ר – בַּמִּקְרֶה הַטּוֹב, אַתָּה תִּזָּרֵקלַכֶּלֶא וּבַמִּקְרֶה הַפָּחוֹת טוֹב....
However, in democratic states, freedom of speech is protected. This means that in democracies, the public has the right to protest against government policies.
אֲבָל בִּמְדִינוֹת דֶּמוֹקְרָטִיּוֹת אֲנַחְנוּ שׁוֹמְרִים עַל חוֹפֶשׁ הַבִּיטּוּי שֶׁל הָאֶזְרָחִים. כְּלוֹמַר: בִּמְדִינוֹת דֶּמוֹקְרָטִיּוֹת יֵשׁ זְכוּת לַצִּיבּוּר לְהַפְגִּין נֶגֶד מְדִינִיּוּת הַמֶּמְשָׁלָה.
The big question, though, is when does freedom of speech cross the line and become incitement that could endanger the lives of other citizens?
הַשְּׁאֵלָה הַגְּדוֹלָה הִיא מָתַי חוֹפֶשׁ הַבִּיטּוּי הוֹפֵךְ לַהֲסָתָה שֶׁיְּכוֹלָה לְהַעֲמִיד חַיֵּי אֶזְרָחִים אֲחֵרִים בְּסַכָּנָה?
