The meaning of the infinitive "לְהִסְתַּכֵּל" is to raise your eyes and see.
לְהִסְתַּכֵּל פֵּירוּשׁוֹ לְהָרִים אֶת הָעֵינַיִם וְלִרְאוֹת.
Sometimes, you can look at something but not truly see it.
לִפְעָמִים אַתָּה יָכוֹל לְהִסְתַּכֵּל עַל מַשֶּׁהוּ אֲבָל לֹא בֶּאֱמֶת לִרְאוֹת אוֹתוֹ.
We have a few expressions in Hebrew that use this infinitive: If I did something bad to someone and I regret it, I might say: "I can't look them in the eyes."
יֵשׁ לָנוּ כַּמָּה בִּיטּוּיִים בְּעִבְרִית עִם שֵׁם הַפֹּעַל הַזֶּה: אִם אֲנִי עָשִׂיתִי מַשֶּׁהוּ רַע לְמִישֶׁהוּ וַאֲנִי מִצְטַעֶרֶת עַל מָה שֶׁעָשִׂיתִי וּמִתְחָרֶטֶת אֲנִי אֺמַר: "אֲנִי לֹא יְכוֹלָה לְהִסְתַּכֵּל לוֹ בָּעֵינַיִם".
Another expression we have is: "You shouldn't look at the pitcher, but at what’s inside." This means that the content or inner qualities of a person are more important than their external appearance.
יֵשׁ לָנוּ אֶת גַּם אֶת הַמִּשְׁפָּט: "לֹא צָרִיךְ לְהִסְתַּכֵּל בַּקַּנְקַן אֶלָּא בָּמֶּה שֶּׁיֵּשׁ בּוֹ" כְּלוֹמַר הַתּוֹכֶן שֶׁל הָעִנְיָן אוֹ הַפְּנִימִיּוּת שֶׁל הָאָדָם עֲדִיפִים עַל הַמַּרְאֶה הַחִיצוֹנִי.

1. When driving on a highway, it’s important to look ahead and focus carefully to avoid accidents.
